CASEY RYAN

Casey Ryan graduated from San Diego State University (SDSU) with a B.A. in Journalism in 2000. After completing her degree, Casey worked with youth in schools, and in youth ministry, for a short time before joining the San Diego County Probation Department in 2003. She worked as a Deputy Probation Officer for 21 years, with the majority of her career in Juvenile Field Services and the Youth Development Community and Support Services Division. Since 2014, Casey has been a subject matter expert and trainer for the risk assessment tool used in San Diego County (SDRRC), developed by Justice Systems and Assessment Training (JSAT). Additionally, she was involved in the Juvenile Justice System Improvement Project (JJSIP) for re-imaging juvenile justice and implementing evidence-based practices, such as the Disposition Matrix, through the guidance of Georgetown University. Recently, Casey also helped lead efforts to create and implement a new case plan in San Diego County for youth on probation, and she has been an advocate for probation transformation efforts in San Diego County. Considering the relevancy of restorative justice in probation transformation efforts, the University of San Diego (USD) Restorative Justice certification process was a pertinent step in her justice career. She completed the USD Leadership and Facilitation certificate for Restorative Justice in 2022 and she is currently a coach for restorative justice practitioners through USD’s Restorative Coaching program. Casey retired from the Probation Department in 2024.. When she is not working with youth, you will find her teaching Jazzercise.

JESSICA RATHBUN

Jessica Rathbun graduated from Point Loma Nazarene University (PLNU) in 2004 with her B.A. in Therapeutic and Community Psychology and later graduated from San Diego State University (SDSU)  in 2011 with her Masters in Social Work.  In May 2023, Jessica completed the University of San Diego (USD) Leadership and Facilitation certificate for Restorative Justice and is currently a coach for restorative justice practitioners through USD’s Restorative Coaching program. 

 

For approximately six years, Jessica worked at SAY San Diego as a Senior Program Manager and discovered her passion in working with people whose lives have been impacted by the criminal legal system.  After years of collaborating with probation officers, in this role, Jessica decided to take the leap and joined the San Diego County Probation Department in 2019.  In her role as a probation officer, Jessica initially supervised approximately 150 adults who were on felony probation and then later transitioned to Institutional Services with the opening of the Youth Transition Campus.  Jessica's primary focus in this role was to make recommendations to ensure program services are trauma-informed, intentional and comprehensive in nature, in alignment with the Youth in Custody Practice Model.  Additionally, Jessica conducted research and authored a proposal to restructure San Diego County's Juvenile Commitments and facilitated meetings with Probation Executive Leadership, Juvenile Court, District Attorney’s Office, Public Defender’s Office, Behavioral Health Services, and other key stakeholders to finalize the new commitments as well as created a transition plan.  She also authored the facility-wide Behavior Management System (BMS) and managed the implementation process to include the utilization of restorative practices.

 

After four years with the Department, Jessica returned to SAY San Diego in 2023 as the Senior Program Director of the First 5 First Steps program, which is an intensive home visiting program focused on enhancing the parent-child interaction, in adherence to the Healthy Families America (HFA) model.  In this role, Jessica has been able to focus on prevention work as well as begin implementing restorative practices within her team, facilitating meetings and trainings in circle format.
